A flowing effect can be achieved through reducing the aperture to f/16 or f/22, but this may cause diffraction that makes the resolution and overall depiction poor. Also, when shooting with fast prime lenses and cameras that have ISO200 as their lowest sensitivity, it might not be possible to reduce the exposure enough to achieve a shutter speed that causes the "water flowing" effect.
