Part 1: IndustryThis book is a photographic study of the 19th and early 20th century British industrial scene when it recovered in the 20 years after World War 2, only to die away altogether in the mid-1980s. Extended captions describe each picture and the introductory texts to each section include some of my contemporary, personal and rather purple descriptions of some of the best, or worst (whichever your viewpoint) of the old industrial scenes in the period 1950-65, when Britain still led the world in engineering, shipbuilding, merchant fleet, commerce, exports, prestige and in almost every other respect. That was the end of an era of pre-eminence. Apparently, all went to waste because thrifty industrialists were reluctant to modernize and adapt in the face of rising foreign competition and there were two decades of industrial strife and short working weeks in the 1970s and ’80s for higher wages than could be justified by the competition. The strikes delayed delivery dates on orders and gave British industry a reputation for being slow as well as expensive. Now one of Britain’s main exports is scrap metal to foreign steelworks – and we buy foreign steel! This book is also a lament for that lost industrial Britain and probably the only book to extol the aesthetic potential and interesting contribution those industrial elements made to our townscapes. Much of the late-Victorian industrial architecture was a credit to our townscapes. Most of what we see in these pictures in Parts 1 to 4 has disappeared almost without trace, except for archaeology, and the scenes have changed beyond recognition as if those industries had never been there. Thus new generations of residents have no idea of what their home towns produced for us. In some cases we say: ‘Good riddance to the dark, satanic mills’ but in other cases we are sorry for the loss in terms of employment and the contribution to the economy and the character of the built environment.Part 2: Industrial Railways and CanalsThe Industrial Revolution would not have evolved were it not for the canals to carry the materials and goods to where they were needed. Their main cargo was coal, which, combined with the earlier use of iron ore, led to the invention of the stationary steam engine driving machines and, in turn, to the locomotive engine. The horse-drawn railways taking coal to the river and canal wharves were superseded by steam railways, which competed with the canals and in some cases amalgamated with canal companies to their mutual benefit where there were rail-served canal basins and wharves, as in the Black Country. The economy and speed of the railways gradually superseded the canals, which declined during the first half of the 20th century, except for some of the broad canals and canalized river ‘navigations’ radiating inland from the Humber that still serve industry in Nottinghamshire and Yorkshire. Most of the traffic taken by the canals and the railways is now conveyed by lorries using the public highway instead of their own right of way.Part 3: Wharves and WarehousesThe photographs in part 3 are almost entirely of the older docks and riverside wharves on the Pool of London and the Mersey docks at Birkenhead and Liverpool. London River was the name used by lightermen, bargemen, tugmen and writers of the industrial era for the reaches of the Thames under the jurisdiction and conservancy of the City of London Corporation, from the London Stone at Staines, Middlesex, to the London Stone off the Isle of Grain in Kent. From the mid-19th century to the mid-20th century ‘dockland’ was what we called the neighborhood of the docks but in London it was regenerated as The Docklands, which are not docks at all but skyscraper office blocks, luxury flats, marinas and an airport on reclaimed docks, and around empty sheets of water downriver from Millwall to North Woolwich with no ships, no cargoes, no cranes, no stevedores and no porters – in fact, not a very interesting place at all and the social order has changed from the workers to the whizz-kids and the wealthy.Part 4: Streets and Slums, IntroductionIn part 3 we look at the ordinary streets of terraced houses, tenements, taverns, shops, hotels and warehouses in the industrial and dockland areas of our towns and cities in the mid-20th century. I say ‘Streets and Slums’ advisedly because only some of them were slums either because of disinterested landlords or tenants with bad habits, but most of homes here were kept as well as could be expected by house-proud and hard working people living in or near poverty. Conditions varied but some people had to be hardy and perseverant living with no bathroom, the w.c. in the backyard annex with the coalhouse or a shared w.c. on the next floor in the tenements. These humble homes of the people who did all the essential, hard work in industry were in stark contrast to the stately villas, mansions and castles of the industrialists who founded those industries, which suggests that the profits were very unreasonably distributed.Part 5: The Acceptable Face of IndustryThis section is an antidote, if one were needed, to the foregoing pictures of the steam age industrial scenes, just to show there are more congenial and attractive aspects of industry that we can all appreciate. First we look at the windmills and watermills. In the early industrial period, before the Industrial Revolution driven by coal and steam, all industrial processes were powered by wind and water. Remains of watermills for bread and livestock meal date from the Roman occupation and wind milling of grain is recorded from the 12th century onward. This biography examines the life and career of scholar-journalist Elizabeth Wiskemann (1899-1971) from her youth and student years at Cambridge to her death by suicide. Her journalistic skills served her well in the war years when she worked as a secret agent in Switzerland, gathering intelligence, running agents into Axis-controlled Europe, and working closely with Allen Dulles, the O.S.S. chief in Bern. Postwar, Wiskemann returned to freelancejournalism, focusing especially on Italy and Germany, while also writing several books, including the first scholarly study of the Hitler-Mussolini relationship and the first major account of the expulsion of 12 million ethnic Germans from Eastern Europe. Although a prolific writer and highly regarded as a commentator on international affairs, she remained on the fringes of academia until 1958 when she was appointed Professor of International Relations at Edinburgh (the first woman to receive a Chair there in any discipline); she later became one of the first faculty recruited by the new Sussex University. This is the story of territories in geographical discontinuity to their state of belonging, of enclaves in foreign countries, and of their inhabitants often forgotten by both their authorities and their fellow citizens. These enclaves, endearing and vulnerable territories, all represent, to varying degrees, territories full of symbols, historical heritage, economic gains or strategic assets, territories with multiple influences. They thus embody the hybridity and complexity of our world. In political geography, enclaves are a part of the territory of a state located inside another belonging , to a given country but located geographically in another, usually neighbouring, country. An enclave can be separated from its main territory by one or more states. The term exclave is then sometimes used to describe it. This term is also used for enclaves with a seafront. But an enclave can also be considered as such by the country which surrounds it and as an exclave by the country to which it is attached: for example, the German enclave of Busingen-am-Hohrhein is considered by Switzerland as an enclave (in its national territory) and by Germany as an exclave (outside its national territories). These pieces of territory constitute both unknown places, fractures of our globalized world and places cut off from "their" world and their country. The people who live there are cut off from their motherland by foreign countries; they are citizens of a state that is far away. This book is in line with the previous ones (Walls Between Peoples, 2015, La Documentation francaise; Bridges Between Peoples, 2017, CNRS Editions / Presses des Ponts) focusing on the fractures of the world and its forgotten strategic regions and the trilogy known as "Geopolitics of Borderlands". This book uses the same configuration: 9 cases of enclaves and a general introduction that will revisit the theory of enclaves and try to find common features that connect that diversity of world's enclaves. The majority of them are in the same place, in the north of Belgium (in the province of Antwerp), or in the south of the Netherlands (in the province of North Brabant): in the village of Baarle. Baerle-Duc is a Dutch-speaking municipality in Belgium located in the Flemish region of the province of Antwerp and partially located in the Dutch province of North Brabant. It is characterised by the unique fact that part of its territory is enclosed in Dutch territory, entangled in discontinuous plots in the Dutch municipality of Baerle-Nassau. Baerle is a village which alone comprises a total of 30 enclaves (48% of all enclaves in the world) and seven of the eight existing counter-enclaves on the planet. This peculiarity, now unique in the world, the Baerle tourist office makes it an asset and a tool for promoting tourism. This chapter will deal with this little-known situation at the heart of Europe, and whose origins date back to the Middle Ages. 2- The Bruneian exclave of Temburong: A bridge linked up by a bridge on the island of Borneo Temburong is an exclave, separated from the rest of Brunei by Malaysia, but which has been linked since March 17, 2020 by a 30-kilometer bridge. The territory is also accessible by the canals of a delta which cross the Bay of Brunei. This chapter will deal with the particular regime that is the Sultanate of Brunei and its regional role in a strategic region where the Chinese influence is growing. 3- The enclave cities of Melilla, Ceuta and Gibraltar in the Mediterranean: Historical legacies, economic lungs of their region Ceuta and Melilla are parts of Spanish and European territories on the African continent, in Morocco. They are places of entry into Europe and at the same time dead ends for sub-Saharans who aspire to a better life. They are territories whose population is half of Spanish origin and the other half of Moroccan origin. How is the coexistence between these two populations going? What is the future of these enclaves? Gibraltar is a piece of British territory south of Spain. How does its population experience this remoteness? What is the situation of illegal immigrants in and around this enclave? What are the consequences of Brexit on a territory far from the British Crown? This chapter will include a text box on the Spanish enclave of Llivia in France. 4- The Timorese exclave of Oecussi-Ambeno: A destiny to be consolidated between Asia and the Pacific A "beloved country", as its inhabitants call it and a long-ignored enclave, inserted in an island cut in two. An island whose name, Timor, means "Orient" in the Austronesian languages and which was used to designate all the islands south-east of Java that are part of the Sunda archipelago. An island with a four-thousand-year-old history that brings together a human mosaic, with multiple languages and influences, colonized several times, and located at a strategic crossroads between Asia and the Pacific. There would have been more than 80 distinct chiefdoms or kingdoms on this island, coexisting peacefully until the 19th century, when the European presence (Dutch in the west and Portuguese in the east) was limited to a few missionaries, traders and soldiers. An island bruised by the 20th century and where a new state, Timor-Leste (also called in tetum Timor Lorosa'e), the first of the 21st century, emerged in May 2002 after a struggle for independence of more than 25 years. 5- The Russian exclave of Kaliningrad between Poland and Lithuania: A strategic enclave along the Baltic Sea rediscovering its past The Kaliningrad Oblast (former Koenigsberg), also called "Baltic Russia", or the "Land of Amber", is a Russian exclave on the Baltic Sea, surrounded to the north and east by Lithuania and to the south by Poland. The Kaliningrad Oblast is the westernmost and smallest region of the Russian Federation. It is separated from the rest of Russia by three international borders. This chapter will be an opportunity to talk about the history of this territory unlike any other (former East Prussia), to deal with the economic sanctions weighing on Russia, the tensions between Russia, the Baltic countries and Poland, and the role of NATO in that part of the world. 6- Exclave, enclave and counter-enclave of the Arabo-Persian Gulf: Emirati and Omani places, witnesses of a bygone era Musandam is the peninsula that forms the northeastern tip of the Arabian Gulf. It is located 45 kilometers from the Iranian coast, from which it is separated by the Strait of Hormuz, making it one of the most important strategic places in the world. The peninsula is an exclave of the Sultanate of Oman, and forms the governorate of Musandam, separated by the United Arab Emirates with which it has a land border. Nahwa is part of the emirate of Fujairah and Sharjah, but is completely landlocked within Madha which is an enclave of Oman within the same emirate of Sharjah. This situation makes Nahwa a "counter-enclave". This chapter will deal with the tensions of the Arabian Peninsula, notably through the role of the Strait of Hormuz, the consequences of the war in Yemen on these states and the geostrategic and religious rivalries with Iran. 7- The Azerbaijani exclave of Nakhichevan: A strategic territory of the South Caucasus Nakhichevan is a region of the Caucasus which today constitutes an autonomous republic of Azerbaijan, whose main city and county seat bears the same name. Nakhichevan has direct borders with Iran, Armenia and Turkey, but it has no territorial continuity with the rest of Azerbaijan. Persistent tensions with Armenia hamper direct communication between Nakhichevan and the rest of Azerbaijan, further compounding the latter's isolation. But this region is spared from war between these two neighbors, in part thanks to Turkey, which enjoys guarantor status under the terms of the Kars treaty signed between the Kemalists and the Soviets in 1921. 8- The Angolan exclave of Cabinda: A forgotten oil territory in Central Africa Cabinda is one of the eighteen provinces of Angola, located in the far north of the country. An slave between the Democratic Republic of the Congo (DRC) and the Republic of the Congo, it is separated from the main territory by a coastal strip of about 60 kilometers dependent on the DRC (constituting its only maritime access, on the Atlantic Ocean). Bordered by the Arctic Ocean to the north and the Bering Sea and the Pacific Ocean to the south, this territory is separated from Asia by the Bering Strait. Alaska means "big Earth" or "continent" in Aleutic language. This region, which in the 19th century was called "Russian America", takes its name from a long peninsula, in the northwest of the American continent, about 1,000 kilometers south of the Bering Strait, and which binds, towards the south, to the Aleutian Islands. Alaska's nickname is "the last frontier" or "the land of the midnight sun." Professor Davis is a renowned constitutional lawyer and public law expert, specialising on Indigenous peoples and the law, the constitutional recognition of First Nations and democracy. Professor Davis is a Fellow of the Australian Academy of Law, a Fellow of the Australian Academy of Social Sciences, and a Fellow of the Australian Academy of the Humanities. She is an Acting Commissioner of the NSW Land and Environment Court. She has been the leading Australian lawyer on constitutional recognition of First Nations peoples for two decades and designed the Referendum Council’s deliberative process that led to the Uluru Statement from the Heart. From 2022 to 2023, she served on the Referendum Working Group, the Referendum Engagement Group and the Attorney General’s Constitutional Expert Group. She was a member of the Prime Minister’s Referendum Council (2015–2017) and the Prime Minister’s Expert Panel on the Recognition of Aboriginal and Torres Strait Islander Peoples in the Constitution (2011–2012). She is the Co-Chair of the Uluru Dialogue – the group of First Nations leaders who led the Uluru Statement from the Heart work. Professor Davis was a Commissioner on the QLD Commission of Inquiry into Youth Detention Centres in 2016, and was the Chair and author of ‘Family is Culture’, an inquiry into NSW Aboriginal Children in Out of Home care (2017–2019). She is a globally recognised expert in Indigenous peoples legal rights and was elected by the UN Economic and Social Council as an expert member of the United Nations Permanent Forum on Indigenous Issues (2011–2016). Professor Davis was also appointed by the United Nations Human Rights Council to the Expert Mechanism on the Rights of Indigenous peoples twice (2017–2022). Professor Davis is a Sydney Peace Prize Laureate for the Ulu u Statement from the Heart and was awarded a 2024 PeaceWomen Award by the Women’s International League for Peace & Freedom (WILPF). In 2023, Professor Davis was named on TIME Magazine’s TIME NEXT100 list of the Next Generation of Global leaders. She was also named Marie Claire ‘Powerhouse of the Year’ in 2023. She is a previous Overall Winner of the AFR Women of Influence (now AFR Women of Leadership) awards in 2018 and was previously named on the AFR Annual Cultural Power list and AFR’s Australia’s top 5 Legal Powerbrokers list. Before them lay a new and more accommodating way to practice democracy, a future in which First Nations people were given a representative voice in political decisions in this country. After months of a referendum campaign, struggling over foundational ideals and questions of national identity, misinformation, disinformation and racism, the proposal was overwhelmingly rejected in every Australian state and nationally. The referendum campaign was Australia’s first since the failed attempt at a republic in 1999. The political and media environment in which the referendum campaign would unfold was fundamentally changed. These changes included the growth of social media, growing distrust of major political parties, and the rise of fake news and populist politics.This book brings together a diverse set of perspectives to explore the many and complex political, social and historical factors that influenced the conduct of the campaign and led to the loss. It includes contributions from lawyers, political scientists, historians, human rights experts, health policy experts, land rights campaigners and Indigenous affairs policy experts. The contributors in this book include First Nations and non-Indigenous authors, often writing collaboratively. The majority of the views offered, based in expertise and experience, are those of First Nations. Their writings place the referendum loss in the context of political failure and attempts at structural reform, and Australia’s terrible record at amending the Constitution through referendums. The book traces the legal and political development of the draft constitutional provision, and the influence of legal risk on the campaign. A major focus of the book is the impact of misinformation and disinformation, which was rife during the campaign, and media reporting of it. The role that civil society and corporate Australia played in the campaign is considered. The Voice campaign will be placed in the context of Aboriginal and Torres Strait Islander politics and previous attempts at representation. The book will also place the call for Voice in the context of its ongoing relevance and imperative in Aboriginal and Torres Strait Islander affairs, explaining the power of representation, the Voice as an expression of sovereignty, and the need for Voice to pursue other structural reforms such as treaty and to realise the promise of land rights. The book concludes by reflecting on the role that history played in the campaign and the implications of the campaign for the practice of Australian history.The book holds lessons for future constitutional change, Indigenous recognition, structural reform and Australia’s democracy.
